Carrol Howe graduated from Southern Oregon Normal School in 1930. While attending he was a standout football player. At Henley, Carrol was Principal from 1936-1949 and the Head Football Coach for eight years. He was the Coach of the 1946 State B Football Championship team. He became the Superintendant of Klamath County schools in 1948 and held that position until 1960. He served in the Oregon Legislature for 12 years. He was the Author of six books on Native Americans of Eastern Oregon, The History of Northern California, and Klamath County. He also help found the Klamath County Museum.
